Sir,
I have the honour to inform you that a question has recently been
raised with regard to the payment of interest on the furniture of the Government
House of a Crown Colony when the Governor is on leave.
2. I am advised that the charge of 5% must be regarded as a standing
deduction from the Governor's salary, and, as such, is payable by the person who
draws the salary. Thus while the Governor is on full pay leave the whole of the
charge must be defrayed by him, and while he is on half pay leave half should be
paid by him, and half by the Officer Administering the Government.
3. As the deterioration of furniture must be regarded as continuing
even when it is not in use, this rule will apply not only in the cases where the
Officer Administering the Government occupies Government House, but also in
those cases where the house is unoccupied during the Governor's absence.
